REGULATIONS FOR LEARNING AND TESTING FOR FOREIGN LANGUAGE OUTSTANDING STANDARDS LEVEL OF UNIVERSAL GENERAL SYSTEM, TRAINING BY CREDIT SYSTEM AT THE UNIVERSITY OF INTERNATIONAL ECONOMY

Article 1. Scope and subjects of application

This document prescribes the first and second foreign languages; organize the assessment, assessment and classification of foreign language proficiency of students; organize foreign language classes; conditions for study exemption, exam exemption and foreign language output test before graduation for students of non-language majors under the regular university system, training according to the credit system at the International Economics University people. For students in Advanced Programs, High Quality Programs, Career Oriented Training Programs (POHE); program of Business Administration in English (E-BBA), the University issued its own regulations to ensure the foreign language output standards of each program.

Article 2. First foreign language and second foreign language

The first foreign language (NNTN) trained at the National Economics University is one of three languages: English, French, and Chinese. NNTN is a compulsory subject for students of non-foreign language majors, in order to equip students with the necessary foreign language skills to be able to read documents; and/or take part in a number of courses taught entirely in a foreign language. A second foreign language is French, Chinese or another foreign language. English language arts is a compulsory subject for students majoring in English. In addition to the foreign languages ​​specified in Clause 1 of this Article, Luu students may choose Vietnamese as their foreign language.

Article 3. Organization of foreign language proficiency testing

After students enroll, the Department of Training Management (QLDT) presides over and coordinates with the Faculty of Foreign Languages ​​and Economics (NNKT) to organize an English proficiency test for students who register for a foreign language as English. The results of the English proficiency test are used as the basis for the School to classify, arrange classes and foreign language learning programs. The following students are not required to take the test: Students with English test scores in the university entrance exam. English university exam scores are used as the basis for assessing and classifying foreign language proficiency; Students who have valid international English certificates listed in Table 1 – Appendix 1 or other valid international equivalent certificates; Students who have won prizes in the provincial English proficiency exams for high school students and above within three years up to the time of admission; Students with a bachelor’s degree in English language. Students after the English proficiency test are classified into two groups:

Group 1: Students with English proficiency test results of 50 points or more (100 point scale, 50 points or more equivalent to Level A2 according to the European Framework of Reference).

Group 2: Students with test results below 50 points and students who do not register to take the test will have to accumulate additional knowledge to achieve the equivalent of Level A2; Students in Group 2 are not allowed to register for the English course in the training program and must test their English proficiency in the next batch.

Students who choose NNTN as French or Chinese do not have to take a proficiency test to organize a module class. Before graduation, the University will organize a foreign language test for students according to the foreign language output standards of the National Economics University (equivalent to Level B1 according to the European Framework of Reference for English). equivalent to Level A2 according to the European Framework of Reference for Languages ​​(French, Chinese).

Article 4. Organization of foreign language classes

Based on the results of the English proficiency test, students in group 1 will be placed in classes part 1 in 2 levels: Level 1: students with test scores from 50 to below 70 points ( 100 point scale); students who fall under the subjects specified in item a, clause 2, Article 3 and have a score of less than 4 points in the English university exam. Level 2: students with test scores of 70 or higher (100 point scale); students who fall under the subjects specified in Section a, Clause 1, Article 3 and have a score of 4 or higher in the English university exam; students who fall under the subjects specified in items b, c, d, clause 2, Article 3. The organization of partial classes aims to facilitate learners at lower levels to quickly catch up with the oriented learning path. to the output standard. Therefore, the 2-level classification applies only to Module 1. From Module 2 onwards, students will study at the same level. For classes in French or Chinese: The school only organizes classes in 1 level.

Article 5. Exemption from studying and taking exams for foreign languages

Students with one of the international English certificates converted to different levels according to Table 1 – Appendix 1 for the School to consider exemption from school, exemption from examination and conversion of points.

Students with a Bachelor’s degree in English are considered to have an English level of 5.

The school considers exemption from study, exemption from examination and conversion of scores for students with a valid international English certificate (up to the month in which the student submits an application for exemption from study or examination) and students with a Bachelor’s degree. Students who have valid French and Chinese foreign language certificates according to the European Framework of Reference can be exempted from studying, taking exams and transferring scores to the corresponding foreign language course (see details in Table 3 – Appendix). Appendix 1). The Department of Training Management shall coordinate with the Faculty of Human Resources and Economics to consider each specific case and report to the Rector for decision. Students are only allowed to transfer scores according to the provisions of Clause 1 of this Article after receiving the decision of the Principal on the exemption from study or examination for each specific student. The score results of the English courses that students have studied and tested before the decision on exemption from study or exam exemption can only be changed if the student has a valid international English certificate equivalent to level 3A or higher. (according to the conversion table in Clause 2 of this Article). The exemption from studying or taking the course exam does not apply to specialized English courses (if any). Exempt students must fulfill their full tuition obligations as non-exempt students. Students who are exempted from study and examination are required to pay the reservation and transfer fee obligations.

Article 6. Checking foreign language output standards before graduation

The school assigns the Department of Training Management to coordinate with the Faculty of Foreign Languages ​​and Economics to organize the foreign language output standard test twice a year: The first time in April or May is for students who are expected to be eligible for recognition of graduation in June and July installments; The 2nd installment in October or November is for students who are expected to be eligible for graduation recognition in December or March next year. The standardized test for foreign language examination complies with the Annex on the format of foreign language test questions of the European Framework of References issued together with the Circular No. 05/2012/TT-BGDĐT dated February 15, 2012 of the Ministry of Foreign Affairs. Students who score 50 points or more (100 points scale) and score no less than 30% in each part of the test are considered to have met the foreign language output standards. The results of the foreign language output standard test are valid for consideration of meeting the foreign language output standards within 24 months. Students who have one of the valid international English certificates (as of graduation) with a result or level equivalent to or higher than the output standard are exempted from the previous English output standard test. graduate. Article 7. Procedures for application for exemption from examination and study exemption

Students who satisfy the conditions for study exemption and exam exemption must submit an application form (Appendix 3) to the Department of Education and Training 04 weeks before the semester begins (The specific time is according to the notice of the Department of Education and Training). Application enclosed with notarized copies of English certificates. When applying, students need to present the original for checking and comparison. The Department of Training Management shall coordinate with the Faculty of Human Resources and Economics to check and report to the Rector to make a decision to recognize the exemption from studying, to exempt the exam and to transfer the scores to students before the end of the first week of the semester.

Article 8. Implementation organization

The Department of Training Management, Faculty of Language Arts, Institutes, Faculty, Academic Advisor widely disseminates this regulation to students. The Department of Management and Training shall coordinate with the Faculty of Human Resources and Economics, the Department of Finance and Accounting and relevant units to implement this regulation.
